The hiring process is conducted by the designated Department head with approval by the Personal Committee of the Port Allen City Council with approval by the Mayor and Personal Committee of the City Council.

Positions

Meter Reader

Characteristics of the Class

Under general supervision of the Director of Central Services, performs technical work in the reading of water and gas meters and the recording of water and gas consumption. Work includes the manual or electronic recording of meter readings, and the usage of computers to enter all readings and codes. Work is reviewed through observation and written reports for adherence to established policies and procedures.

Examples of Essential Functions

  1. Locates and reads industrial, commercial and residential meters on an assigned route; records data; clears mud, grass and debris from meter cases.
  2. Inspects meters for damages and tampering; informs supervisor when meters need to be repaired; performs minor repairs.
  3. Reports vacant residences where service has not been disconnected and questionable readings to supervisor.
  4. Issues notices of discontinued service on past due accounts; cuts off service for non-payment.

Requirements

Training and Experience

High School Diploma or GED; supplemented by six (6) months of public contact experience; or an equivalent combination of training and experience. Must possess a valid State of Louisiana driver's license.

  • Ability to read water and gas meters accurately and rapidly.
  • Ability to maintain accurate and complete work records.

Mechanic Assistant

Characteristics of the Class

Under general supervision of the Mechanic, assists in the maintenance and repair of City vehicles, including police cars, fire and utility trucks, school buses, light and heavy equipment, and other motorized machinery. The incumbent assists in the overhaul and troubleshooting of air conditioning, electrical, fuel, brake, emission, suspension and hydraulic systems, assists in the repair of standard and specialized engines, and assists in the welding and fabrication of needed parts. The incumbent also assists in diagnostic testing of equipment and vehicles. Work is reviewed through observation and completed work orders for adherence to established policies and procedures.

Examples of Essential Functions

  1. Assists in performing repairs on all City vehicles and equipment as assigned; assists in the maintenance and repair of air conditioning, electrical, fuel, brake, emission, suspension and hydraulic systems; assists in the repair of standard and specialized engines; assists in the welding and fabrication of needed parts.
  2. Assists in the repair and maintenance of all City equipment including: chain saws, leaf blowers, air compressors, chippers, water and wastewater pumps, generators, small engines and overhead doors.
  3. Assists in the troubleshooting on a wide range of vehicles and equipment; assists in the diagnoses of equipment and vehicle malfunctions; tests vehicles and equipment after repair.
  4. Assists in the inspection, adjustment and replacing of valves, rings, rods, pumps, gaskets, seals, wires, carburetors, radiators, fans, hoses, switches, alternators, break shoes and pads, bearings, springs, shocks, gears, and pistons.
  5. Conducts preventative maintenance; checks and changes oil and filters; greases all vehicles; checks anti-freeze, hoses and belts; inflates tires.
  6. Tests vehicles and equipment after repair; ensures the cleaning and refueling of vehicles.

Requirements

Training and Experience

High School Diploma or GED; supplemented by two (2) years of experience in automotive or mechanical maintenance and repair work; or an equivalent combination of training and experience. Must possess State of Louisiana Motor Vehicle Inspection certification and a valid State of Louisiana class "A" commercial driver's license.

Knowledge, Abilities, and Skills

  • Knowledge of automotive gas and diesel mechanical and electrical repair and maintenance.
  • Ability to perform routine and complex maintenance and repair on automobiles, trucks, and heavy equipment.
  • Ability to prepare and maintain accurate records.
  • Skill in the use of shop tools and equipment.

Groundskeeper

Characteristics of the Class

Under general supervision of a Public Works Superintendent, performs semi-skilled work in the maintenance and upkeep of grounds using a tractor, mower and a variety of hand and power tools. The incumbent receives continuing or individual assignments from the supervisor who indicates generally the work to be done, limitations, quality and quantity expected, deadlines and priority of assignments. Work is reviewed through observation during and after completion for adherence to established policies and work progress.

Examples of Essential Functions

  1. Assists in the maintenance and repair of playgrounds and ball fields.
  2. Mows, waters, places sod; rakes, trims hedges; edges; cleans restrooms; picks up trash and litter.
  3. Operates tractors, mowers, edgers, saws, clippers and other hand tools used in maintenance work.
  4. Applies fertilizer and insecticide when needed.

  • Knowledge of occupational safety rules and regulations pertaining to the use of hand and power tools and equipment.
  • Ability to operate motorized equipment in a safe and effective manner.

  • Ability to perform strenuous work in varying weather conditions.

Laborer I

Characteristics of the Class

Under the general supervision of a Public Works Superintendent or designee, performs unskilled and limited semi-skilled manual labor in the cleaning and maintenance of municipal property. Employees utilize a variety of hand tools and equipment. Routine tasks are often conducted in adverse environmental conditions. The incumbents work is subject to inspection while in progress and upon completion.

Examples of Essential Functions

  1. Operates power mowers, edgers, clippers, blowers and other hand and power tools used in municipal maintenance; mows and edges grass; rakes grounds; trims hedges, shrubs and trees; picks up litter and trash; waters grounds.
  2. Assists skilled trade workers in the maintenance and repair of buildings, parks, streets or equipment using hand and power tools; paints municipal property and equipment.
  3. Assists in the maintains streets and roads; cleans and/or repairs catch basins, swales, curbs, and gutters; repairs sidewalks and other similar concrete facilities and structures; prepares ground and sets forms for concrete work; breaks pavement and saws concrete.
  4. Loads and unloads equipment, materials and supplies including dirt, lumber, asphalt and reinforcing steel.
  5. Cleans and maintains equipment, tools and vehicles; performs preventative maintenance; changes fluids; makes minor repairs as needed.
  6. Assembles field sports equipment; lines playing areas.

Laborer II

Characteristics of the Class

Under the general supervision of a Public Works Superintendent or designee, performs manual and semi-skilled work in the maintenance and repair of public buildings, streets, grounds, facilities, equipment and drainage systems. The incumbent utilizes a variety of hand and power tools to perform routine manual maintenance. Work is performed according to regular procedures, and is reviewed in progress and upon completion.

Examples of Essential Functions

  1. Assists in the installation of drainage pipes; excavates ditches; prepares pipes for installation; adjusts and lays pipes into lines; reams flares; threads and cuts pipe; back fills dirt and/or sand.
  2. Assists in the maintenance and repair of treatment plant equipment; cleans equipment; assists with equipment checks.
  3. Operates power mowers, edgers, clippers, blowers and other hand and power tools used in municipal maintenance; mows and edges grass; rakes grounds; trims hedges, shrubs and trees; picks up litter and trash; waters grounds.
